A solid planted plinth, carved out by a series of patios, contains elements of the brief requiring direct contact with the street. It houses the administrative spaces which surround and define a central courtyard. The proposal for the project was established primarily through resolving functional issues: the setting out of the various programmatic elements, the definition of the distinct circulation routes through the building, the search for a maximum level of security and an efficient control of the visitors. This approach incorporates both the geometry and topography of the site, complex due to the spreading out along the rue des Marquillies and due to the imposed location of the hall on the rue du Faubourg des Postes. The architectural concept was therefore elaborated following a functional diagram, coherent with the requirements set out by the brief. The proposal is essentially devised as a global system (functionally, architecturally and technically), while all rigid formal aspects which could constrain future modifications were excluded.
